The Higher Party School (Russian: Высшая партийная школа, abbreviated HPS (Russian: ВПШ)) was the organ responsible for teaching cadres in the Soviet Union. It was the successor of the Communist Academy which was established in 1918.
engineering institute and later from the CC's Higher Party School. After working for a number of years as an engineer, he was trans-ferred to party work in the late 1940s. He had been promoted through the ranks of the Yaroslavl party organization and was sent in the mid-1960s to Smolensk, a larger and more prestigious province.
