  3. Yevgeny Miller was born in Daugavpils, Latvia, on 25th September, 1867. His family originally came from Germany. After graduating rom the General Staff Academy he joined the Russian Imperial Guard. In 1898 he became a Russian military attaché. Over the next ten years he served in several European capitals such as Rome and Brussels.
