Frank Billings Kellogg (December 22, 1856 – December 21, 1937) was an American lawyer, politician, and statesman who served in the U.S. Senate and as U.S. Secretary of State. He co-authored the Kellogg–Briand Pact, for which he was awarded the Nobel Peace Prize in 1929.

Es conocido por la confección junto al ministro francés Aristide Briand de un pacto de renuncia a la guerra, firmado por sesenta naciones, llamado Pacto Briand-Kellogg, en 1928.
Frank B. Kellogg was a U.S. secretary of state (1925–29) whose most important achievement was the Kellogg-Briand Pact of 1928, a multilateral agreement designed to prohibit war as an instrument of national policy. He was awarded the Nobel Prize for Peace in 1929.

Como diplomático, representó a su país en la Conferencia Panamericana de Santiago de Chile y fue embajador en Gran Bretaña (1923-25). Entró a formar parte del equipo del presidente Coolidge como secretario de Estado (1927-29). Destacó por su política pacifista.
