John McKinly (February 24, 1721 – August 31, 1796) was an American physician and politician from Wilmington, Delaware. He was a veteran of the French and Indian War, served in the Delaware General Assembly, was the first elected President of Delaware, and for a time was a member of the Federalist Party .
In February 1777, the General Assembly decided that an executive was necessary and elected John McKinly to serve as the first president of Delaware (equivalent to the role of governor). He was a consensus candidate to please both the conservative and radical factions of the state’s independence movement.
" John McKinly " was the only Delaware Governor to be born on foreign soil. He was born in Ulster, Northern Ireland on February 24, 1721. The names of his parents are unknown. " McKinly " first came to Delaware in 1742 when he was 21 years old, arriving in Wilmington, Delaware.

Delaware’s only known foreign-born governor, John McKinly emigrated from Northern Ireland to Wilmington in 1742, began a medical practice and became actively involved in Delaware politics.
