David Lyle Boren (born April 21, 1941) is a retired American lawyer and politician from Oklahoma. A member of the Democratic Party, he served as 21st governor of Oklahoma from 1975 to 1979 and three terms in the United States Senate from 1979 to 1994.

At the National Security Education Program (NSEP), our primary mission is to develop a pipeline of foreign language and culture expertise for the U.S. federal government workforce. NSEP was established by the David L. Boren National Security Education Act of 1991 (U.S. Code 50, 90 et seq.).
The Boren Awards application is now closed for the 2024-25 cycle. The 2025-2026 application will open in mid-August 2024. 2025-26 Boren Awards funding may be applied to programs starting as early as June 1, 2025 or as late as March 1, 2026.

Boren and Christine McKown Boren, was born in Washington, D.C., April 21, 1941. After attending public schools in Seminole, Oklahoma, and Bethesda, Maryland, he went to Yale University, graduating in 1963.
