Elizabeth Tilney, Condesa de Surrey (c.1445–1497), fue una noble inglesa y la esposa de Thomas Howard, Duque de Norfolk, y madre de John Howard, Duque de Norfolk. Fue la hija de Sir Frederick Tilney y su esposa, Elizabeth Cheney, y a través de su madre era descendiente de la familia real de Inglaterra.
Elizabeth Tilney, condesa de Surrey, y Thomas Howard, segundo duque de Norfolk, fueron miembros destacados de la nobleza inglesa del siglo XV y XVI. La relación entre los dos se basó en lazos familiares y políticos.
