On 3 June 1991, dialogue resumed between the Simón Bolívar Guerrilla Coordinating Board and the government on neutral territory in Caracas, Venezuela and Tlaxcala, Mexico. However, the war did not stop, and armed attacks by both sides continued.

The Simón Bolívar Guerrilla Coordinating Board ( Spanish: Coordinadora Guerrillera Simón Bolívar or CGSB) was an umbrella group of guerrilla organizations in Colombia from 1987 to the early 1990s.
By 1985, the major guerrilla groups (EPL, FARC–EP, M-19, and ELN) had come together under an umbrella organization known as the Guerrilla Coordinating Board (CNG). This group evolved in 1987 into the Simón Bolívar Guerrilla Coordinating Board (CGSB), which led negotiations between the numerous guerrilla groups and the government.
Bolívar participó en la fundación de la primera unión de naciones independientes de América Latina, la Gran Colombia, de la que fue presidente de 1819 a 1830. Mediante nuevas campañas militares, expulsó a los gobernantes españoles de Ecuador, Perú y Bolivia, el último de los cuales lleva su nombre.
La Junta Coordinadora de Guerrilla Simón Bolívar (en español: Coordinadora Guerrillera Simón Bolívar o CGSB) fue un grupo paraguas de organizaciones guerrilleras en Colombia desde 1987 hasta principios de la década de 1990.
