Frank Clifford was born on 13 July 1898 in Puppen, East Prussia, Germany. He was a production manager and producer, known for Under the Roofs of Paris (1930), The Last Rose (1936) and Was bin ich ohne Dich (1934). He died on 25 April 1976 in Mindelheim, Bavaria, West Germany.

During the early 1930s he worked at the Epinay Studios in Paris, overseeing several films produced by the French subsidiary of Tobis.
