Despite heading the imperial German political administration, his power was circumscribed by the role of Kaiser Wilhelm II and the army leadership. He was forced to resign in 1917.

As chancellor, Theobald von Bethmann Hollweg (1856-1921) was generally a voice of moderation, particularly after Paul von Hindenburg (1847-1936) and Erich Ludendorff (1865-1937) replaced Erich von Falkenhayn at the Supreme Command of the Army in the summer of 1916.
