In most systems, the prime minister is the presiding member and chairman of the cabinet. In a minority of systems, notably in semi-presidential systems, a prime minister is the official appointed to manage the civil service and execute the directives of the head of state . The Prime Minister is by tradition First Lord of the Treasury and Minister for the Civil Service. They choose and head the Cabinet and lead the government. Unlike an American President, a British prime minister can remain in the job as long as the party they represent is in power.
