European Union citizenship is afforded to all nationals of member states of the European Union (EU). It was formally created with the adoption of the 1992 Maastricht Treaty, at the same time as the creation of the EU. EU citizenship is additional to, as it does not replace, national citizenship.
EU citizenship is built on shared European values, including respect for human dignity, freedom, democracy, equality, the rule of law and human rights, including the rights of persons belonging to minorities.
The Treaty on the functioning of the European Union gives EU citizens the right to: non-discrimination on the basis of nationality; move and reside freely within the EU; vote for and stand as a candidate in European Parliament and municipal elections

EU citizenship and democracy. Any person who holds the nationality of an EU country is automatically also an EU citizen. This enables you to enjoy certain additional rights and benefits, including participation in the democratic process.
