He succeeded his brother Karl Eugen as Duke of Württemberg in 1793, and reigned until his own death in 1795, when he was succeeded by his younger brother Frederick Eugen. During the reign of Eberhard Louis (1676–1733), who succeeded as a one-year-old when his father Duke William Louis died in 1677, Württemberg had to face another destructive enemy, Louis XIV of France. In 1688, 1703 and 1707, the French entered the duchy and inflicted brutalities and suffering upon the inhabitants.
In 1489 his right of succession, previously over the whole of Württemberg, was even limited by Eberhard V to Württemberg-Stuttgart only. However, after the death of Eberhard, who had assumed the title of Duke Eberhard I in 1495, he achieved sovereignty over the whole of rule in all of Württemberg as Duke Eberhard II.
Württemberg was born in Puławy to Duke Louis of Württemberg (1756–1817) and Princess Maria Anna Czartoryska (1768–1854). After his parents divorced in 1793 he was raised by his father and, as a nephew of the Russian Empress consort Maria Feodorovna , he was one of the playfellows of the later Tsar Nicholas I of Russia and soon joined the Tsarist Russian Army.
