Stanley Fischer. Stanley Fischer ( Hebrew: סטנלי פישר; born October 15, 1943) is an Israeli - American economist. He was the 20th Vice Chair of the Federal Reserve from 2014 to 2017. Fisher was the 8th governor of the Bank of Israel from 2005 to 2013. He is a citizen of both Israel and the United States.
