There has been an English patch for Policenauts PS1 for a few years now. And Snatcher got an English SegaCD official release. No one has touched the Saturn versions to my knowledge. I am seeing on CD Romance that they have Snatcher on PS1 but it is in Japanese : ( I agree that best bet for English Snatcher is Sega CD.
Snatcher for Playstation Version Info. This versions was released a few months before the Saturn one, in February 1996, making it the first 32 bit version of the game. The major changes Snatcher had in this jump are: music, into, colors and censorship. Don't get me wrong here, I love the version, just had high expectations.

25 de sept. de 2011 · During my expedition I found playthroughs of both the Saturn and PS1 versions of Snatcher! The player felt need to commentate on them, but they are otherwise complete playthroughs at first glance. I haven't watched them all extensively though so for all I know they might have skipped something somehow
