He is acknowledged as having had a leading role in the development of Britain’s nuclear programme, a clandestine programme started in 1942 during World War II which produced the first British atomic bomb in 1952.

E arly life. William George Penney, usually called Bill (or Billy) by everyone, was bom on 24 June 1909 in Gibraltar where his father, W.A. Penney, was a sergeant-major in the Royal Army Ordnance Corps who specialized in explosives and was noted as a fine shot. There is virtually no evidence, other than anecdotal, about Bill’s early life.
