Roundell Cecil Palmer, 3rd Earl of Selborne, CH, PC (15 April 1887 – 3 September 1971), known as "Top Wolmer" and styled Viscount Wolmer from 1895 to 1941, was a British administrator, intelligence officer and Conservative politician.
Earl of Selborne, in the County of Southampton, is a title in the Peerage of the United Kingdom. It was created in 1882 for the lawyer and Liberal politician Roundell Palmer, 1st Baron Selborne , along with the subsidiary title of Viscount Wolmer , of Blackmoor in the County of Southampton . [2]
Roundell Cecil Palmer, 3rd Earl of Selborne (1887-1971) was educated at Winchester and University College, Oxford. Until 1941 he was known as Viscount Wolmer. In November 1910, at the comparatively early age of 23, he entered Parliament as the Conservative M.P. for Newton, Lancashire. From 1918 to 1940 he was M.P. for Aldershot.
