Catherine Cecil, Countess of Salisbury (c.1590 – January 1673), formerly Lady Catherine Howard, granddaughter of Thomas Howard, 4th Duke of Norfolk, member of the House of Howard and was the wife of William Cecil, 2nd Earl of Salisbury of Hatfield House.

When Lady Catherine Cecil, Countess of Salisbury was born in March 1662, in London, England, her father, Sir James Cecil Third Earl of Salisbury, was 16 and her mother, Lady Margaret Manners Countess of Salisbury, was 14. She married Sir George Thomas Downing II 2nd Baronet of East Hartley on 12 July 1683, in Glamorgan, Wales, United Kingdom.
As a result of her marriage, Lady Catherine Howard was styled as Countess of Salisbury on 24 May 1612. She was godmother for James Murray, 2nd Earl of Tullibardine at his baptism on 22 September 1617 at Cheshunt, Hertfordshire, England.
