Born in 1730 into a powerful Anglo-Irish aristocratic family, Hervey had a privileged upbringing and education, studying at Westminster School and Corpus Christi College, Cambridge.

He left Rome on 19 April 1780, travelling with the Reverend George Holgate and his pupil Michael Pepper.
