Sir Stanley Ford Rous CBE (25 April 1895 – 18 July 1986) was an English football referee and the 6th President of FIFA, serving from 1961 to 1974. He also served as secretary of the Football Association from 1934 to 1962 and was an international referee.

One of the outstanding items in the FIFA World Football Museum is Rous’ handwritten draft of those Laws. His work as an international referee, and as the author of the revised Laws, helped Rous win the FIFA Presidency in 1961, a position he held until 1974.
