In 1829 he had created the Royal Order of Merit (Royal Order of Francis I of the Two Sicilies). His successor Ferdinand II declared a political amnesty and undertook steps to stimulate the economy, including reduction of taxation.

He was the only son of Ferdinand II by his first consort, Maria Cristina of Savoy. Timid and suspicious, he was easily overruled in state and family councils.
