  4. Lord William, 1st Baron Howard of Effingham was the fourth son of Thomas Howard, the second Howard Duke of Norfolk and the oldest son by his second wife. He was born in about 1510 at the beginning of the reign of King Henry VIII, some four years before his father was reinstated as Duke of Norfolk.
