In the Batman: Battle For The Cowl storyline, Scarecrow is recruited by a returning Black Mask to a part of a group of villains that aiming to take over Gotham. He later assists the crime lord in manufacturing a new recreational drug called "Thrill," which caught the attentions of Oracle and Batgirl.
Batman grabbed and discovered Black Mask as the impostor posing as Orpheus and he was about to knock him down when Scarecrow attacked Batman, allowing Black Mask to escape. Later, Scarecrow joined Killer Croc and together they followed Black Mask to the North End of Gotham.
Black Mask. War Games. Believed dead at Catwoman's hands, Black Mask survived, and when Gotham City's gang wars erupted part of a "war game" created by Batman that went horribly wrong - they created a power vacuum in the underworld that he could exploit to build a criminal empire.

Crane wore a mask, that was a seemingly a poorly-stitched burlap sack with a hangman's noose that dangled around the neck. The mask had a built-in re-breather and acted as a gas mask, in addition to enhancing the effect of the hallucinations in his experiments.
Batman also found Crane's hideout, where Roach had a brief panic attack the moment Batman examined him, and then died. Crane was nowhere to be found, possibly having found a way to enter and leave Arkham City unnoticed, as no-one but Black Mask (who used explosives) had managed to escape the prison.
