Hong Kong was a Crown colony of the United Kingdom and maintained an administration roughly modelled after the Westminster system. The Letters Patent formed the constitutional basis of the colonial government and the Royal Instructions detailed how the territory should be governed and organised.

Hong Kong then became a British crown colony. Britain also won the Second Opium War, forcing the Qing Empire to cede Kowloon in 1860, while leasing the New Territories for 99 years from 1898. Japan occupied Hong Kong from 1941 to 1945 during World War II.
By this time, the term "Crown colony" referred specifically to colonies lacking substantial autonomy, which were administered by an executive governor, appointed by the British Government – such as Hong Kong, before its transfer in 1997 to the People's Republic of China.
