Stokes was the first elected African American mayor of a major American city (Cleveland was, at the time, the ninth largest city in the United States). [1] [2] His election came alongside the election of Richard G. Hatcher in the 1967 Gary, Indiana, mayoral election.

Able to mobilize both black and white voters, he defeated Seth Taft, the grandson of a former U.S. president, with a 50.5 majority. As mayor, Stokes opened city hall jobs to blacks and women. After his mayoral administration, Stokes became the first black anchorman in New York City when he took a job with television station WNBC-TV.
