Local government in England broadly consists of three layers: civil parishes, local authorities, and regional authorities. Every part of England is governed by at least one local authority, but parish councils and regional authorities do not exist everywhere.

The concept of local government in England spans back into the history of Anglo-Saxon England (c. 700-1066), and certain aspects of its modern system are directly derived from this time; particularly the paradigm that towns and the countryside should be administrated separately.

The 33 local authorities are the 32 London borough councils and the City of London Corporation. They are responsible for local services not overseen by the GLA, such as local planning, schools, social services , local roads and refuse collection.
The unitary authorities of England are a type of local authority responsible for all local government services in an area. They combine the functions of a non-metropolitan county council and a non-metropolitan district council, which elsewhere in England provide two tiers of local government.
