Michael Crichton did not wish to be involved in a sequel, so they approached the original producer Paul Lazarus III. He developed an idea set in a successor world to Westworld where robots are cloning world leaders. He found a writer and developed a script; MGM decided to only make one science fiction film that year, Logan's Run.
