An early example of the political novel is The Betrothed (1827) by Alessandro Manzoni, an Italian historical novel. Set in northern Italy in 1628, during the oppressive years of direct Spanish rule, it has been seen sometimes as a veiled attack on the Austrian Empire, which controlled Italy at the time the novel was written.
I thought this book was supposed to be the best for Italian: https://en.wikipedia.org/wiki/The_Betrothed_%28Manzoni_novel%29. Can confirm. An Italian just told me yesterday that Promessi Sposi is the thickest slog of literature they had to endure in school.

As for Italy, I'd say it's still I promessi sposi (The Betrothed) by Alessandro Manzoni, our most important XIX century novel: https://en.wikipedia.org/wiki/The_Betrothed_%28Manzoni_novel%29. Actually, nowadays, its influence could be less and less significant but it's always in the background.
