    En la primera edición, los 55 participantes se repartieron según su ranking de coeficientes en cuatro divisiones o ligas (A, B, C y D). En esta primera edición, las dos primeras están integradas por 12 países, la tercera por 15 y la última por 16; a su vez, cada liga se divide internamente en cuatro grupos, cuyos integrantes disputan entre sí partidos a ida y vuelta.
