Speak to Koksijde and Oostende for transits and the rest is then either Class G or Class E as you approach Roterdam.

As long as you have no medical conditions that prevent you driving a car, and can sign a declaration to that effect, you can use a PMD for aircraft up to 2000kg, with some basic restrictions similar to those for a LAPL.
