In France St Valentin is a day - E.g. le 14 février est la fête de St-Valentin, c'est bientôt la St Valentin = February 14th is Valentine's day.

When is Valentine's Day? It's 14th February. Of the two, I'd probably prefer the second. Just on a point of detail: in speech, I'd use a longer version of the date (ie "the 14th of February") whether or not I was including the preposition "on".

Children exchange Valentine's Day cards and maybe little heart-shaped candies with their friends and classmates. Adults go out to dinner at a romantic restaurant, give flowers and chocolates to girlfriends/wives, maybe a little present.
