The resulting Congress of Vienna (1814) restored a situation close to that of 1795, dividing Italy between Austria (in the north-east and Lombardy), the Kingdom of Sardinia , the Kingdom of the Two Sicilies (in the south and in Sicily), and Tuscany , the Papal States and other minor states in the centre.
It was not banned, but in 1814 (three years after the independence), under the regime of Dr. José Gaspar Rodríguez de Francia, a decree was published stating that if you were a criollo (direct descendant of Spaniards), and you wanted to marry a criolla, you would be fined by having your possessions confiscated for ten years.
