Son Osmanlı Sadrazamı olan Ahmet Tevfik Paşa, Ferik İsmail Hakkı Paşa’nın oğlu olup, aslen Kırımlıdır. 10 Şubat 1845 (2 Safer 1261) tarihinde Üsküdar’da doğdu. Topkapı Sıbyan Mektebi’nde ve Vidin Rüştiyesi’nde okudu.
