During the final years of the latter conflict he served as First Lord of the Admiralty. During the Seven Years' War he saw constant service.

On 27 July it engaged the French fleet commanded by d'Orvilliers. The battle was inconclusive, both sides claiming the victory. During the battle Palliser's flagship suffered particularly.

The battle resulted in both sides claiming victory, however, Keppel and his second in command Hugh Palliser were both court-martialled over the incident but later cleared.
