No, this was one of the rare movies where the bad guy wins despite going to jail. I will say, the entire conflict of Civil War was such better handled than the "conflict" in Batman v Superman. The entire conflict for BvS was introduced, fought and resolved (poorly) in one "meh" movie. The repercussions from Civil War was felt for years.
