Charles Lennox, the 3rd Duke of Richmond by Sir Joshua Reynolds (1758) The Marquis of Rockingham, the leader of the Whigs , died on 1st July 1782. Richmond attempted to become leader of the party, but his radical views on parliamentary reform ensured that he was defeated by the Duke of Portland .
