Harley era el único hijo de Robert Harley, primer conde de Oxford y conde Mortimer, de su primera esposa, Elizabeth Foley.

The 1st earl's only son, EDWARD HARLEY (1689 - 1741), 2nd earl, a friend of Pope and other men of letters, was Member of Parliament for Radnor borough from 1711 till 1715, when he was defeated by Thomas Lewis of Harpton.
Edward Harley, 3rd Earl of Oxford and Earl Mortimer (c. 1699 – 11 April 1755) was a British peer and Member of Parliament. He was the nephew of Britain's First Minister between 1710 and 1714, Robert Harley.
