A Hohenstaufen, he pursued his dynasty’s imperial policies against the papacy and the Italian city-states. He also joined in the Sixth Crusade (1228–29).

He was the last Hohenzollern monarch titled King in Prussia, declaring himself King of Prussia after annexing Royal Prussia from the Polish–Lithuanian Commonwealth in 1772.
In central Italy he took the offensive, occupying the March of Ancona and the Duchy of Spoleto, and in February 1240 his army marched into the Papal States and threatened Rome. At the last moment, however, the pope won the support of the Romans.
