This is from memory from Russian history course years ago, the details may not be precisely correct and I don't feel like double checking Wikipedia at the moment. Empire in European contexts has a cultural legacy to the Roman Empire, in western Europe the only nominal "empire" before Napoleon was The Holy Roman Empire which obviously had Roman connections, plus there's the Eastern Roman Empire.
