His plan was to force three powerful men, Gustav von Kahr, Otto von Lossow, and Hans Ritter von Seisser, to join him. They were the state commissioner, an influential army general, and the Bavarian State Police Chief, respectively.

Gregor Strasser was a member of the Nazi party and had been active in that Beer Hall putsch. In 1932, he conspired with Kurt von Schleicher, who hoped to prevent Hitler's takeover, but this plot failed.
