As part of King Henry VIII's plans for the defence of the Scottish border, he was created Earl of Cumberland on 18 June 1525 and made Warden of the West Marches and Governor of Carlisle Castle. Replaced by William, Baron Dacre, he was reinstated to the post in 1534 after Dacre was accused of treason.

He held the office of Sheriff of Yorkshire in 1522. He succeeded to the title of 11th Lord Clifford [E., 1299] on 23 April 1523.

The 1st earl of Cumberland was Henry, 11th Lord Clifford (1493-1542), a son of Henry, 10th Lord Clifford ( c. 1454-1523). Created an earl by Henry VIII. in 1525, Henry remained loyal during the great rising in the north of England in 1536, and died on the 22nd of April 1542.
