Herbert von Bismarck erwies sich als gewandt in diesem Arbeitsfeld und stieg rasch auf, war seit 1880 Legationsrat, ging 1881 als Botschaftsrat nach London, wechselte 1884 in dieser Funktion nach St. Petersburg und im selben Jahr noch nach Den Haag. 1885 wurde er Unterstaatssekretär, 1886 dann Staatssekretär des Auswärtigen Amtes und 1888 preußischer Staatminister.
Herbert von Bismarck a Bismarck nemesi családból származott, és Fürst Otto von Bismarck Otto von Bismarck birodalmi kancellár és felesége Johanna von Puttkamer legidősebb fia volt.
