Hugo received the middle name Gottfried in honor of his grandfather Gottfried Norbert Kraas (1842–1925).

He joined the Brownshirts in 1934 and transferred to the army in 1935. Later that year, he joined the Waffen-SS and began officer training at the SS Junker School at Brunswick.
