I do not know who the best choice was available but it certainly was not Soult and that was Napoleon's choice. IIRC Napoleon was also extremely casual and waited 10 hours after Ligny before sending Grouchy to follow them, Grouchy did not know where they were going and he had limited knowledge of Quatre Bras.
