John Stuart Mill nació en Pentonville, distrito situado al norte de Londres en una época en que sólo vivían en esa ciudad el diez por ciento de la población total. Su padre, James Mill (1773-1836), que fue filósofo, historiador, economista y psicólogo; tuvo una gran influencia en su formación.
