Leopold II the holy roman emperor was a, well, holy roman emperor. he opposed torture and the death penalty and seems to be a great guy in general. Leopold II of Belgium though... while in Belgium he mostly built stuff and referred to as "the builder king" he also owned the Congo "free" state, where his thinking process seems to be: "i want money. you know what can get me money? atrocities!"
