His intention was implemented in 1817-1818 and resulted in cessation of international employments of professors of medicine for Russian universities and medical surgical academies and organization of the system of specialized training of graduates of Russian medical schools to title of professor as well.
The serious training of physicians in Russia itself began in the 1790s at the medical faculty of Moscow University and in medical-surgical academies in Moscow and St. Petersburg. Later these were joined by medical faculties at universities in St. Petersburg, Dorpat, Kazan, and elsewhere.
