The Monmouth rebellion was planned in Holland and coordinated with another rebellion in Scotland led by Archibald Campbell, the Earl of Argyll. Several areas of England were considered as potential locations for rebellion, including Cheshire and Lancashire along with the South West, as these were seen as having the highest number of opponents of the monarchy.
In 1790 Monmouth County's population was 16,918, of whom roughly 6,600 were of English descent and the remainder were Welsh, Dutch and Swedish, as well as small amounts of African Americans and Northern Irish Protestants. By the year 2010 Monmouth County's population was 628,112 of whom 40,489 were of English descent.

The public memory of the fighting was populated with dramatic images of heroism and glory, as epitomized by Emanuel Leutze's Washington Rallying the Troops at Monmouth. The transformation was aided by the inventiveness of 19th-century historians, none more creative than Washington's step-grandson, George Washington Parke Custis , whose account of the battle was as artistic as Leutze's painting.
