Great Britain certainly did/does rule over multiple people and is called an empire, but Kind Charles is not called an emperor. I guess that is because the British king didn't claim to be a successor of Rome, like the German Emperor did. The Roman Emperor was not a king of kings and the Chinese Emperor is also not a King of Kings.
