Rhys Ifans est né le 22 juillet 1967 à Haverfordwest ( Pays de Galles ). Ses parents sont Beti-Wyn (née Davies), infirmière d'école et Eurwyn Evans, professeur en école primaire. Il a un frère, Llyr Ifans, également acteur. Ils se donnent la réplique en 1997 dans le film Twin Town .
International bekannt machte Ifans die Rolle des Spike, des chaotischen Mitbewohners von William Thacker ( Hugh Grant) in der Filmkomödie Notting Hill (1999). Im Thriller You Are Dead (1999) spielte er neben John Hurt eine der Hauptrollen, ähnlich wie im Thriller Extreme Risk (2000), in dem er neben Joseph Fiennes und Tara Fitzgerald auftrat.
