Because the same people that will ignore these signs, would still manage to trample and damage the flowers along side the walkway if allowed. Probably even pick them. I've been to enough flower fields/arboretums without these rules to see the walking paths get wider as the seasons begin to end. There are other reason as well, I imagine.
